The discussions were focused on strengthening the capacity of IPA operating structure by improving vocational education and training system.

IPA structure consists of about 400 administrative employees working on programming, implementation and monitoring of pre-accession assistance in the public administration. Arsovska Tomovska and Blazheska discussed about different models and best practices of the Member States of the EU in order to promote policies for retention of staff and strengthen administrative capacity. These activities are part of the government's commitment to increase absorption of EU funds and improve the quality and sustainability of the projects undertaken by the Instrument for Pre-Accession Assistance (IPA).

Moreover, the portfolio of MISA projects, financed under the IPA instrument, was also a topic of discussion. Both sides expressed satisfaction with the successful cooperation achieved with the Secretariat and the Delegation of the EU, in view of the fact that all projects of the program 2012 were granted approval by the EC for the transition to the next project phase.
