CALL FOR APPLICATIONS - For selection of the 12 future trainers in the legislative

 

The Ministry of Information Society and Administration and the OSCE Mission to Skopje in the course of 2012 are implementing the project “Law Making and Ex-Post Evaluation of Legislation”. Under the first component of the project, a new training cycle will be organized for civil servants whose main objective is to strengthen the capacities of the country’s administration in the areas of law making, law implementation and evaluation of legislation.

 

In the frames of the project, a comprehensive training curriculum will be implemented, which encompasses the following areas of regulatory management: policy-making, regulatory impact assessment, legislative drafting, monitoring and evaluation of the implementation of legislation, approximation of national legislation with the EU law, etc. The training curriculum is developed for initial and advanced level training, and will be supplemented with an e-learning course.

 

One of the key activities that will be implemented within the project is the selection of a group of 12 persons for whom training-of-trainers session (ToT) will be organized. This training session will last for four days (27-30 June 2012) and will be delivered by an international and national consultant. From the pool of participants in the training-of-trainers session, the future trainers will be selected and engaged, who will implement the training curriculum through a cycle of thematic (cascade) trainings that will target other members of the administration. Each of the cascade training sessions will last for three days, and in the course of the whole cycle, a total of 12 training days will be ensured. Future trainers will conduct the cascade trainings in various time intervals in the period September – December 2012.

 

For the purpose of implementing the training cycle, the Ministry of Information Society and Administration and the OSCE Mission to Skopje issue the following

This call is opened for persons with the following qualifications:

  • Degree in law, public administration, policy making or related fields;
  • At least 3 years of working experience in the area of law making and regulatory management in the country;
  • Successful completion of the ToT programme mentioned above;
  • Practical experience in delivering trainings;
  • Good presentation and organization skills; and
  • Knowledge of English.

The required documents should be submitted no later than 14 May 2012.

 

The future trainers shall:

  • Have to complete the training-of-trainers, which will be organized at the end of June 2012 and which will be a pre-condition for their future engagement as trainers;
  • Be selected and engaged for the preparation and delivery of cascade trainings targeted at the administration in one of the areas of the regulatory management (based on their experiences and previously determined training curriculum), and shall accordingly receive a consultancy fee;
  • Submit, prior to the engagement with the OSCE, a written statement, in which they will certify that their engagement as trainers is not within the scope of their regular duties and that training they will deliver will be outside the working hours or upon approved leave;
  • Be provided with accommodation and transport for the trainings that will be held outside of Skopje;
  • Assist in designing and implementing the e-learning course;
  • In the course of the engagement, closely cooperate and coordinate with other trainers and consultants engaged under this project, as well as with the representatives of the Ministry of Information Society and Administration and the OSCE Mission to Skopje.
